How Active Informatics help Fire and Rescue Services Achieve ‘Good Characteristics’, as described in the HMICFRS Inspection Programme
The HMICFRS Inspection Programme uses characteristics of good performance, taking into account national standards, operational guidance and evidence from research to measure the performance of UK fire and rescue services (FRS). This information helps His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) to make consistent assessments across all UK FRS and show what they are grading against. The HMICFRS states that the characteristics are kept under review and they are also entitled to use their own measures of efficiency and effectiveness.

The Effectiveness Assessment
The Effectiveness Assessment section of the HMICFRS Inspection Programme consists of five main questions covering risk management, fire and risk prevention, regulation, effectiveness of response and levels of preparation for major and multi-agency incidents.
Understanding and managing risk
The Active Informatics Fire and Rescue Solution has three elements, Fire Protection, Fire Prevention and Site Specific Risk Information (SSRI). It is possible to have all three solutions or choose a single element. All three solutions sit on the same underlying database and where there is crossover in data, it is easy to find within the system and auto populate forms and fields as needed. This provides the FRS with an instant and holistic view that shows what risk is calculated and resources allocated.
Preventing Fires and Other Risks
Previous inspection reports have highlighted that some fire services lack a detailed prevention strategy and have failed to effectively prioritise high risk groups. Active’s Fire Prevention Solution helps identify specific premises deemed as high risk for visits and risk recording. This supports the creation of a locally informed risk-based prevention strategy allowing the FRS to see where the greatest risks lie within an area. The system can also help to identify and prioritise those most at risk.
Active’s system supports integration with Safelincs and other web-based enquiry methods meaning that all data is accessible in one location. Pinpoint offers a streamlined and targeted approach to fire prevention work and allows the FRS to identify high risk locations that have not yet been visited.
Active’s Fire Protection System helps manage interactions with local businesses, licences and addresses, identifying places that are high risk and standardising a programme of visits.
Our SSRI solution provides a consistent approach to risk scoring and calculation, data can be presented in clear reports so that high risk locations can be identified to revisit, minimising risk to the FRS.
To support the diverse needs of the community, communication needs can be recorded on records in Active’s systems, along with data from external agencies such as Help the Aged. The collection of other data such as diversity can be recorded to monitor whether demographic needs are being met.
Staff can be supported in identifying vulnerable members of the public through the inclusion of specific questions in inspection reports and the systems support outreach to safeguarding organisations.
The system includes specific fire-setting intervention reporting and data capture capabilities with referral to the FRS specialist team. This information can be shared with other organisations and the system can support data on individuals history such as prosecutions. On a community level, the system can record engagement activity including school visits and fire station open days.
Supporting Statutory Regulations
Active’s fire protection, prevention and SSRI systems are built to support key statutory requirements, meeting the needs of the standard long and short fire safety audits and scoring matrix. The system is aligned with key requirements and has reporting and analysis capabilities to support this. The identification and generation of enforcement notices are also supported.
Reporting on Effectiveness
Active’s systems provide key reporting metrics such as number of visits and outcomes. The systems have the capability to build the reports that you need and can integrate with other reporting systems such as Power BI very easily.
Planning
Active’s system can recognise whether a premises is in the cross-boundary area with a neighbouring FRS. The system can support the submission of reports from neighbouring Fire and Rescue Services allowing preparations to take place in case of a future cross boundary major or multi-agency incident.

The Efficiency Assessment
The Efficiency Assessment section of the HMICFRS Inspection consists of one section, looking at how well the FRS uses resources to manage risk, making sure it is efficient and affordable.
Reviewing Efficiency
Data held in Active’s system can be used to create reports showing the levels of work carried to meet performance targets and objectives. Holding the data in one system increases the flexibility of reporting, allowing for in depth analytics to support understanding of the FRS performance. The system supports integration with other reporting tools such as Power BI.
The People Assessment
Active’s system can support the recording of information such as staff qualifications to assist with role allocation. While the system is not primarily a HR tool, having all staff working from the same system supports good communication as everyone can see progress towards objectives.

How we work.
Step 1
Kick off
An initial online meeting to identify the core Project Team from Active and the customer’s side and go over the standard system, likely configuration changes and data migration/integration requirements. Set workshop dates and who will need to attend.
Step 2
Workshops
The system is uploaded into the customers M365 tenant. A form and field level review is undertaken, data inputs and outputs are identified, and documentation discussed before a final specification is produced.
Step 3
System build
Configuring the solution to suit the customer approved specification after the workshops e.g. amending forms and fields, building data import templates, localising system settings and assigning user permissions etc.
Step 4
Training and go live
Once the final system is approved we will train administrators to import data using the system excel templates and creating dashboards. Other users will be trained on the system web interface, mobile app (working offline) and Outlook integration.
